The Portage County Sheriff John Charewicz announced today that Denise Schultz has been named the new Communications Manager for the Sheriff?s Office. This newly created position will serve as the director of both the Sheriff?s Communications Center as well as the entire county?s public safety communications system.

Ms. Schultz, who was until now employed in the Sheriff?s Office Communications Center as a dispatch supervisor, beat out two other candidates from California and Colorado for the position.

?It?s a great feeling to promote someone from within,? said Sheriff Charewicz, ?but it?s even better to know that we had the best working here all along.?

Schultz will be taking the reins of a complex system, serving 32 fire, EMS, and law enforcement agencies across Portage County, as well as 18 agencies that are either non-emergency responders or where Portage County acts as a secondary dispatch point.

?This will be quite a challenging position,? commented Daniel Kontos, Chief Deputy at the Sheriff?s Office. ?Not only will she have more than 50 agencies to work with, but there are a lot of major projects that Denise will have to dive right into.?

These projects include a Communications Center remodel, taking over and upgrading the County?s aging 9-1-1 system, redesigning and upgrading the County?s emergency responder radio network, and possibly providing dispatching services for the City of Stevens Point.

Currently, the Sheriff?s Office provides communications services for the entire county, except for the City of Stevens Point, who maintains their own separate dispatch center. Recently the County offered to provide those services for Stevens Point, and consolidate dispatching under one agency. The City has yet to respond to that offer.

?Not only is Denise going to need to hit the ground running, she?ll be darn near sprinting,? Kontos said.

Schultz takes command of the Communications Center with the start of the New Year. One of her very first tasks will be to promote her replacement and hire an additional dispatcher. The Communications Center has a staff of 11 including the new manager, serves as the County?s primary 9-1-1 answering point, and provides emergency and non-emergency communications across Portage County 24 hours a day.

The Communications Manager position was made possible after moving the 9-1-1 duties from the County?s Emergency Management Department to the Sheriff?s Office. ?It only makes sense to have the 9-1-1 system actually run out of the 9-1-1 center,? Sheriff Charewicz said.

This allowed County Executive Patty Dreier to reorganize the Emergency Management Department to better allow them to focus on their emergency management duties, as well as the County?s EMS system.

There's Still Time to Keep Kids From Falling off the Cliff ... - Momsrising

With New Year?s fast approaching, the ?fiscal cliff? puts billions of dollars of critical investments for children at risk. If policy makers do nothing, millions of children could be pushed into poverty with the expiration of improvements to the Child Tax Credit and the Earned Income Tax Credit. Families with an income of less than $50,000 could see their taxes go up by $1000 from just the changes to these and other tax credits.

Sequestration, automatic across the board cuts to most areas of the government, will cut investments to kids by $6.4 billion in 2013 alone. Here are some of the real impacts nationwide:

  • 734,000 families and kids could lose nutrition assistance.
  • 500,000 kids could lose their special education services.
  • 200,000 fewer kids would receive immunizations.
  • 180,000 families could lose access to affordable housing and many could end up homeless.
  • 96,000 kids could lose early childhood education through Head Start.

A failure to extend unemployment insurance could jeopardize the well-being of 6 million children who live in families with an unemployed parent. Nearly half of these children have a parent who has been out of work for 6 months or longer, making it even more imperative that emergency unemployment compensation is extended.

Both the House and Senate will return to session Sunday afternoon, with the opportunity to avert these cuts. Even with the deadline close, there?s still time to take action and let your members of Congress know that investments to children are not the cause of our fiscal imbalance. To ensure a bright future, we need to make sure those investments are cut no further.

THE TOP SPORTS STORY LINES OF 2012: Kings finally have their long-awaited crown

The Kings did not merely win the Stanley Cup.

Yes, they hoisted it around the ice at Staples Center after the Game 6 Finals win over New Jersey, and the Cup made its usual caravan to the homes, ancestral grounds and rinks of all the players and team officials, and its saucer certainly was filled with everything from scotch to egg nog.

What the Kings did was share it with the city and its long-suffering fans. If there's a Kings fan in greater Los Angeles who didn't plant a kiss or 200 on the Cup on its grand tour of the city, he or she wouldn't admit it for fear of humiliation.

This city has held parades for the Lakers in front of hundreds of thousands and has championship moments in Dodgers history - "in a year that has been so improbable, the impossible has happened" - ingrained in its brain forever.

But never has a group of unrequited fans been as ecstatic over a victory. This was Charlie Brown kicking the field goal and getting a kiss from the red-haired girl. It was pure, unadulterated bliss and not a single fan was too proud to wear the team's colors, paint his or her face or act like a 10-year-old when they actually got to cuddle with the Cup.

It's truly one of the most awesome moments in Los Angeles sports history, a kismet moment when a team that has won nothing turns it around so unexpectedly.

We could have expected it. Throughout the playoffs, the Kings were referenced as the last seed (eighth) in its conference, but the

truth was there were scant points separating the teams seeded three to eight. The team had played exceedingly well, too, since changing coaches early and hiring Darryl Sutter.

The Kings dominated the Cup like few NHL champions.

They ran off to a 3-0 lead against Vancouver in the first round and clinched in Game 5 in overtime. They swept St. Louis in the second round and allowed just six goals in four games.

They opened a 3-0 lead on Phoenix in the Conference final and then

clinched in Game 5, again in overtime.

They opened a 3-0 lead on New Jersey before closing it out at home in Game 6, 6-1, barraging the Devils with three first-period goals which began a celebration that, frankly, hasn't ended in some places.

Goalie Jonathan Quick won the Conn Smythe Trophy as MVP of the Stanley Cup after allowing 30 goals in 20 playoff games. The Kings won three postseason games in overtime and were 10-1 on the road.

The only things the Kings didn't accomplish was no fault of their own; the NHL lockout has postponed the raising of the championship banner.

They were without question the biggest story of 2012.

2. Let's be frank, we're glad you're gone.

Frank McCourt did something more astonishing than the Kings: He bankrupted the Dodgers. He pocketed a lot of money in the process, of course, which is what all megalomaniac sports owners do.

His divorce proceedings with Jamie McCourt, a maniac in her own right, pulled the curtain back on the way he sliced and diced the Dodgers empire into shell pieces and took his profit while pushing the team into debt. MLB eventually had to force him out.

Not without a parting gift, a massive $2.1 billion sale to the Guggenheim Group, one of your basic "investment" companies that had the benefit of Magic Johnson as a front man to ease tensions.

Frank-ly, there are as many reasons to distrust the new owners as the old. They've gone on a dubious

Steinbrenner-like trade and free-agent rampage - Adrian Gonzalez, Josh Beckett, Carl Crawford, Zack Grienke - that sent the payroll beyond $200 million for 2013. If this team falls on its wallet, we'll all be reminded there's no guarantee the new owner is better than the old.

Who knows? Maybe Ryu Hyun-jin will be the new Fernando and the Dodgers will add Korean BBQ to the concession stands.

3. "And you thought the Kardashians were drama queens."

Congrats to Jim Buss. With McCourt and Mike Garrett gone and Donald Sterling's Clippers no longer a joke, you've become the biggest management goof in town. The Lakers always have been a soap opera, but never one so messy since Jerry Buss gave the keys to his

son.

Mike Brown wasn't the right coach for this team, but dumping him after five games of season two? Courting Phil Jackson was smart; stiffing him was absurd. Truth is, this is an old team trying to win a quick title, and it remains to be seen if anyone beyond Dwight Howard can handle Mike D'Antoni's pace.

Right now, the Clippers are better, younger and more exciting.

4. "Not even No. 1 in Los Angeles."

One game never should define a coach, but USC's 2011 win over Oregon changed a lot of minds about Lane Kiffin. The publicity was good enough to make the Trojans the No. 1 team in the preseason AP poll and returning senior quarterback Matt Barkley a Heisman candidate.

Quicker than you can say deflated footballs, the Trojans lost to Stanford and went on a 1-4 bender to close the season, including a loss to UCLA for the first time since 2006. Kiffin was combative with the media, found novel ways to embarrass the program and did Barkley no favors with his sketchy game plans. The 2012 season ends in the Sun Bowl; as far as many USC fans are concerned it's sunset, not sunrise, on the Kiffin era.

5. "Big fish, fishy decisions."

On one hand, the Angels proved they have cornerstone, homegrown talents in A.L. Rookie of the Year Mike Trout and Long Beach State alum Jered Weaver, who took a home team discount signing a new contract and also pitched a no-hitter. On the other, they signed Albert Pujols when they needed bullpen help, and it was a second consecutive year of blown saves that ruined the team's postseason changes. Pujols can hit, and so can new signee Josh Hamilton. But Arte Moreno's moves of late seem more like responses to what the Dodgers are doing than finding the right combination - all at the expense of manager Mike Scioscia.

6. "Eighteen years of freedom are at stake!"

Los Angeles has not been infested with the NFL since the Rams and Raiders left after the 1994 season, meaning no lousy teams or blackouts or oddball owners or, most importantly, a new stadium built at taxpayer expense. Alas, the L.A. City Council in 2012 approved a new downtown football stadium. The good politicians swear it won't cost anyone a penny.

Probably not, because like every other football fantasy floated in town this one still lacks all of the tithing the NFL requires, especially now with prime mover-shaker Philip Anschutz putting his company, AEG (Kings, Staples, Galaxy, a little of the Lakers), up for sale. Hey, every list needs a little pulp fiction.

7. "Never redshirt a talented freshman."

There's one bit of advice Rick Neuheisel should have taken from Pete Carroll - play your freshmen, no matter how crowded a position may be. Neuheisel chose to redshirt quarterback Brett Hundley in 2011; the team won a division title but lost 50-0 to USC, finished 6-8 and Neuheisel lost his job. Neuheisel's loss was new coach Jim Mora's gain.

Hundley was the key to a Bruins revival that produced a 9-4 record, Pac-12 South title, all-time rushing title for Johnathan Franklin and Holiday Bowl date. There's no denying the Bruins regained some swagger with the change; now the question is what Mora can do for an encore and how long before he wants to return to the NFL.

8. "Olympic royalty in London."

It's a given that Southern California will reap a large portion of medals for America at every Olympics and 2012 was no different, with three local women taking home a trio of medals - Allyson Felix (three golds), Carmelita Jeter (gold, silver, bronze) and Rebecca Soni (two gold, silver). The gold-medal winning men's and women's basketball teams, women's soccer and women's water polo teams were SoCal strong, too; Long Beach State's Misty May-Treanor won a third gold medal with partner Kerri Walsh-Jennings in beach volleyball; Monrovia sharpshooter Kim Rhode became the first American to medal in five consecutive games and Bryshon Nellum, four years removed from gunshot wounds that threatened to end his career, won a relay medal and carried the American flag in the closing ceremonies.

9. "OK, so maybe this sport is catching on."

It will be eons before American professional soccer can consider itself on par with the best leagues in Europe and South America, but give the MLS credit for survival and, specifically, the Galaxy for taking a costly chance on David Beckham and winning a second consecutive MLS Cup. It ain't Stanley, but it will do for soccer fans.

Beckham and wife Posh now return to the homeland, where they undoubtedly will push the royal pregnancy off the front page.

10. "Oh me oh my! BINGO!!"

At last, vindication for Ralph Lawler. The long-suffering Clippers announcer now has a team worthy of his enthusiasm and hopes. The Clips took a major step in 2011-12 by going 40-26 and reaching the conference semifinals, and might have gone farther if Chauncey Billups hadn't been hurt. In Blake Griffin and Chris Paul, the Clips have two thoroughbreds, and they're currently on a franchise-record 16-game winning streak. If the Kings can win a Stanley Cup, the Clippers can dream just as big.

UCLA men's basketball: Ben Howland lands star-studded recruiting class, begins season in Top 25, then loses to Cal Poly and two players quit. On a good note, a John Wooden statue is unveiled and a new Pauley Pavilion opens.

Antron Brown: The driver becomes the first African-American to win a major U.S. auto racing title at the Automobile Club of Southern California NHRA Finals in Pomona.

Jamie Bestwick and Bob Burnquist: Skateboarder extraordinaire Bestwick six-peats in the Vert at the X Games to tie a record while Burnquist, competing in his 18 th and perhaps final Games, defeats teen rivals for Skateboard Air title.

Ryan Hunter-Reay: The determined IndyCar driver won the series title by a slender margin over Will Power in the season finale by surviving multiple incidents over a 500-mile night race at Auto Club Speedway in Fontana. Power won the Long Beach Grand Prix earlier in the season. Also in racing, the IndyCar season ended with its CEO being flushed and Irwindale Speedway filed for bankruptcy and has yet to reopen.

Comedian Katt Williams arrested in LA

LOS ANGELES (AP) ? Katt Williams, the comedian who has repeatedly found himself on the wrong side of the law, is out on bail after being arrested in Los Angeles on suspicion of child endangerment and possession of a stolen gun.

Police Officer Norma Eisenman says Williams was taken into custody Friday after the LA County Department of Children and Family Services did a welfare check at his home. Authorities found more than one firearm, one of which had been reported stolen.

Eisenman says the DCFS did not specify how many children lived at the home or whether they were removed.

The 41-year-old was arrested this month on a felony warrant related to a police chase. In November, he was accused of hitting a man on the head with a bottle during a fight.

NEW YORK (AP) ? A woman suspected in the death of an immigrant who was pushed off a New York City subway platform has been ordered to undergo a psychiatric evaluation.

Erika Menendez, 31, was arraigned Saturday night on a charge of murder as a hate crime. She had told police she has hated Muslims since Sept. 11 and thought the victim was one. Judge Gia Morris ordered that Menendez be held without bail and be given a mental health exam.

Menendez is charged in the death of Sunando Sen, who was crushed by a train in Queens on Thursday night. Friends and co-workers said Sen, a 46-year-old Indian immigrant, was Hindu.

"I pushed a Muslim off the train tracks because I hate Hindus and Muslims ever since 2001 when they put down the twin towers I've been beating them up," Menendez told police, according to the district attorney's office.

"The defendant is accused of committing what is every subway commuter's worst nightmare," Queens District Attorney Richard Brown said.

Menendez was incoherent at her arraignment in Queens criminal court, at one point laughing so hard that the judge told her defense lawyer, "You're going to have to have your client stop laughing."

Menendez admitted shoving Sen, who was pushed from behind, authorities said. She was arrested after a tip by a passer-by who saw her on a street and thought she looked like the woman in a surveillance video released by police.

A call to Menendez's attorney was not immediately returned Sunday.

Sen was the second man to die after being pushed in front of a New York City subway train this month. Ki-Suck Han was killed in a midtown Manhattan subway station on Dec. 3. A photo of Han clinging to the edge of the platform a split second before he was struck by a train was published on the front page of the New York Post, causing an uproar about whether the photographer, who was catching a train, or anyone else should have tried to help him.

A homeless man was arrested and charged with murder in that case and is awaiting trial. He claimed he acted in self-defense.

It's unclear whether anyone tried, or could have tried, to help Sen on Thursday.

Mayor Michael Bloomberg urged residents Friday to keep Sen's death in perspective as he touted new historic lows in the city's annual homicide and shooting totals.

"It's a very tragic case, but what we want to focus on today is the overall safety in New York," Bloomberg told reporters following a police academy graduation.

But commuters still expressed concern over subway safety and shock about the arrest of Menendez on a hate crime charge.

"For someone to do something like that ... that's not the way we are made," said David Green, who was waiting for a train in Manhattan. "She needs help."

Green said he caught himself leaning over the subway platform's edge and realized maybe he shouldn't do that.

"It does make you more conscious," he said of the deaths.

Such subway deaths are rare, but other high-profile cases include the 1999 fatal shoving of aspiring screenwriter Kendra Webdale by a former psychiatric patient. That case led to a state law allowing for more supervision of mentally ill people living outside institutions.

Luxury cruise passengers sick; norovirus suspected

NEW YORK --?An unknown illness, suspected of being a norovirus, has sickened 194 passengers and 11 crew members aboard the luxury cruise ship Queen Mary 2, causing vomiting and diarrhea, federal health officials said on Friday.

Earlier in the week, 189 passengers and 31 crew members on the Emerald Princess came down with the same symptoms.

The symptoms are those of norovirus, a contagious microorganism that can be acquired from an infected person, contaminated food or water, or by touching contaminated surfaces, according to the U.S. Centers for Disease Control and Prevention.

Norovirus causes an inflammation of the stomach or intestines called acute gastroenteritis, producing stomach pain, nausea and diarrhea, and is the most common cause of acute gastroenteritis in the United States.

Each year, norovirus causes some 21 million illnesses, of which 70,000 require hospitalization. It kills about 800 people a year, the CDC says.

The Queen Mary 2, with 2,613 passengers and 1,255 crew members, is now docked in Saint Lucia in the Caribbean, according to ship owner Cunard Line, which is owned by Carnival Corp. The cruise left Brooklyn, New York, last Saturday and is due to return there next Thursday.

The CDC learned of the illnesses on the QM2 on Christmas Day on Tuesday, and of those on the Emerald Princess last Saturday. Vessels are required to notify the agency when 2 percent of those on board develop a gastrointestinal illness.

Although the microbial culprit remains unclear In both cases, another reason to suspect norovirus is that the pathogen "has affected a number of schools, hospitals, nursing homes and children's day care centers this winter" in the United Kingdom, Cunard said in a statement.

The UK's Health Protection Agency reports that norovirus activity in the country is 83 per cent higher than last year.

The QM2 sails regularly scheduled crossings between New York and Southampton, England, between April and late November, Cunard spokeswoman Jackie Chase said in an email. "In addition, many of our guests come from the UK."

The QM2's captain is advising passengers with gastrointestinal symptoms to report to the medical center, Chase said. Those sickened are asked to "isolate themselves in their cabin until non-contagious. They are also asked not to proceed ashore, and any shore excursion costs will be refunded. Room service is provided to affected passengers and every effort is made to make them as comfortable as possible."

Of the 194 QM2 passengers who had fallen sick, said Chase, all but 12 had recovered as of Friday.

'Norovirus?active on board'
In a post on the message board cruisecritic.com on Wednesday, a woman who said her daughter was on the QM2 said she "just received a message from her indicating that the Norovirus is active on board."

On Thursday, someone reporting being on the ship posted that "the restaurants are still full. The Captain last night recommended that people take all of their meals in the full-service restaurants rather than the buffet, but the buffet remains open as of this morning. We've been kept informed daily of the persistent cases."

Another post said: "The crew are working like crazy to service all the guests. At lunch today I noticed the hand rails on the promenade deck were wiped three times in about 1 hour."

In response to the outbreak, the QM2 crew has increased cleaning and disinfection procedures, the CDC said, and is asking passengers and crew to report cases of illness and "encourage hand hygiene."

Medical personnel are also collecting stool specimens from ill passengers and crew, which a CDC lab will analyze to make a definitive diagnosis.

When the QM2 docks in Brooklyn, an officer from the CDC's Vessel Sanitation Program and an epidemiologist will board, conduct an environmental health assessment "and evaluate the outbreak and response activities," the CDC said.

Two officers boarded the Emerald Princess, also owned by Carnival, when it arrived in Fort Lauderdale, Florida, on Thursday and are conducting an environmental assessment.

The Vessel Sanitation Program has authority to inspect cruise ships that carry 13 or more passengers and call at U.S. ports. (AP) ? Police say the attack defies explanation: A man poured flammable liquid on a 67-year-old homeless woman as she slept on a bus bench in the San Fernando Valley, then lit a match and set her on fire.

A witness called 911, and police arrested 24-year-old Dennis Petillo a short time after the Thursday morning attack. He was booked for investigation of attempted murder and was held on $500,000 bail. It wasn't immediately known if he had retained an attorney.

The assailant "just poured it all over the old lady," the witness, Erickson Ipina, told reporters. "Then he threw the match on her and started running."

Police released no details on Petillo. The victim's name also was withheld.

LAPD Deputy Chief Kirk Albanese told the Los Angeles Times it was unclear whether attacker spoke to the woman before allegedly setting her ablaze.

"There was no incident or dispute or clear motivation for this horrific attack. He did not know his victim. It defies explanation," Albanese said. "He is not of sound mind. ... The motive is mental illness."

The woman was taken to a hospital, where she was listed in critical condition.

The attack shocked nearby residents, and later Thursday about a dozen people held vigil around the charred bench, urging motorists to honk their horns in support of homeless rights. One sign placed on the bench read, "Our Prayers to Violet," believed to be the victim's first name.

Tej Deol, 31, who resides at a nearby sober living house, said the woman made the bench her home and often could be found sleeping there after sundown. He said he saw her Christmas Eve, getting ready to eat some soup.

"I told her, 'Merry Christmas and happy New Year,' and she said she was doing good," Deol said. "She was so kind. She was happy to have someone talk to her."

Robert Wyneken, 75, who volunteers at a nearby church, called her the "sweetest lady on the street" who supported herself by recycling cans and didn't like to panhandle. He said there were efforts to get her housing and in contact with family, but she wouldn't have it.

"I just think she had something in her life where she wanted to be alone," he said. "She didn't want to be a burden to anybody."

Thursday's incident was at least the third in Los Angeles County since October where people were set on fire.

Last week, a 55-year-old man was seriously injured when he was set ablaze as he slept outside a doughnut shop in Norwalk. Two months earlier, Long Beach police said Jacob Timothy Lagarde, 27, allegedly threw a lit Molotov cocktail at a man who had been waiting for his father outside a store. Lagarde has since been charged with attempted murder and five other counts.

Los Angeles police are investigating whether Petillo might be tied to any other similar crimes, but at this point detectives don't believe he is, Cmdr. Andrew Smith said.

56% of female university students get drunk in record time, Spanish study suggests

Dec. 28, 2012 ? Researchers from the HealthyFit group at the University of Vigo have studied university students' lifestyles; their analysis, which includes alcohol and illegal drug consumption habits, sport and food, concludes that most students indulge in unhealthy behaviour. One of the main results of the study is the high consumption of alcohol.

"The amount drunk per unit of time is higher among women. In other words, even though male students drink more often, females do so more intensively in shorter periods of time, which is known as binge drinking," explained Jos? M? Cancela Carral, co-author of the study published by the Journal of Environmental Research and Public Health.

Researchers randomly selected 985 students from different degree courses and in different years at the University of Vigo.

Of the females interviewed, 51.2% lead a sedentary lifestyle, while the percentage in males is 41.7%. When analysing students who maintain an appropriate level of physical activity, 38.6% of males do physical exercise, as opposed to only 20.9% of women.

"We were also surprised by the high consumption of illegal drugs among university students -- 44.9% of men and 30.9% of women -- which we understand could lead to significant future health problems, mainly related to the nervous system," underlined the researcher.

Anomalous attitudes to food were more evident among women (16.6%), although also present among men (8.8%). "However, the statistical analysis showed that this parameter depended on the degree the student was studying for," added Cancela. Such attitudes were much more common among those studying degrees related to education (19.2%) than among those studying courses related to health (6.3%).

Health network

Spanish universities set up a Healthy University Network in 2008, a project for healthy living for universities from all over Spain, the Spanish University Rectors' Association, the Ministry of Health, Social Services and Equality, the Ministry of Education, Culture and Sport and some regional public health entities.

In the researcher's opinion, at many universities this network was nothing more than "a simple first step to get on the list and nothing else"; hence transversal content should be implemented in study plans related to food, physical exercise and healthy habits.

"In the light of the results, training and information courses are required in these areas, together with healthy leisure -- not just sports facilities -- to set up university guidance services for a healthy student lifestyle," concludes Cancela.

Genetic predisposition

A recent study published in the PNAS journal argues that the gene called RASGRF2 could be related to a predisposition to getting drunk.

According to scientists, this gene regulates the predisposition to drink excessive amounts of alcohol as it influences mesolimbic dopamine neuron activity, which is one of the ways dopamine is taken from one region of the brain to another.

Gunter Schumann, one of the main authors of the study, explained that even though we should not consider said gene to be the main cause -- as there are many environmental factors and other genes involved -- the study thereof helps to explain why some people are more vulnerable to alcohol than others.

Britain suspends exploratory drilling of Antarctic lake

LONDON | Thu Dec 27, 2012 10:47am EST

LONDON (Reuters) - An ambitious British plan to search for minute forms of life in an ancient lake beneath Antarctica's ice has been suspended because of technical problems, the scientist leading the project said on Thursday.

In a move that clears the way for U.S. and Russian teams to take the lead, Professor Martin Siegert said technical problems and a lack of fuel had forced the closure on Christmas Day of the 7-million-pound ($11 million) project, which was looking for life forms and climate change clues in the lake-bed sediment.

"This is of course, hugely frustrating for us, but we have learned a lot this year," said Siegert of the University of Bristol, principal investigator for the mission, which was headed by the British Antarctic Survey (BAS).

"By the end, the equipment was working well, and much of it has now been fully field-tested," he said on the BAS website.

Experts from Britain's Lake Ellsworth mission had expected to find minute forms of life in the lake three km (two miles) under Antarctica's ice, the most remote and extreme environment known on Earth.

They had also hoped that by dating bits of seashell found in the water they would have been able to ascertain when the ice sheet last broke up and to better understand the risks of it happening again.

INTERNATIONAL COMPETITION

Scientists from the United States and Russia are hot on Britain's heels when it comes to drilling through Antarctic ice to lakes that have been hidden for thousands of years.

The U.S. team is aiming to start drilling in Lake Whillans, one of 360 known sub-glacial lakes in Antarctica, in January or February 2013.

Russia was the first to pierce 3,769 meters (12,365 ft) of solid ice to reach Lake Vostok early in 2012. But some scientists believe their samples may have been contaminated by drilling fluids.

The British scientists decided to abandon the mission after trying for 20 hours to connect two holes in the ice that were needed for the hot-water drill to work, said a BAS spokeswoman.

Without a connection between the two holes, the hot water would seep into the porous surface layers of ice and be lost, reducing the pressure and rendering the drill ineffective.

The team tried to melt and dig more snow to compensate for the water loss, but without success.

As a result of the extra time taken to fix the problem, fuel stocks had been depleted to such a level as to make the operation unviable.

Asked how long the delay might be before the project could be resumed, Siegert told the BBC: "It will take a season or two to get all our equipment out of Antarctica and back to the UK, so at a minimum we're looking at three to four, maybe five years I would have thought."

However, he said he felt this year's mission had not been a complete loss.

The BAS spokeswoman said: "It's very possible that either the U.S. or Russia may take the lead but I think the one thing we've learned here is that anything can go wrong."

"We've never depicted this as a race. All sub-glacial lakes would give different information," she said.

N.Y. firefighters' killer had detailed plan for attack

WEBSTER, N.Y. (AP) ? The ex-con turned sniper who killed two firefighters wanted to make sure his goodbye note was legible, typing out his desire to "do what I like doing best, killing people" before setting the house where he lived with his sister ablaze, police said.

Police Chief Gerald Pickering said Tuesday that the 62-year-old loner, William Spengler, brought plenty of ammunition with him for three weapons including a military-style assault rifle as he set out on a quest to burn down his neighborhood just before sunrise on Christmas Eve.

And when firefighters arrived to stop him, he unleashed a torrent of bullets, shattering the windshield of the fire truck that volunteer firefighter and police Lt. Michael Chiapperini, 43, drove to the scene. Fellow firefighter Tomasz Kaczowka, 19, who worked as a 911 dispatcher, was killed as well.

Two other firefighters were struck by bullets, one in the pelvis and the other in the chest and knee. They remained hospitalized in stable condition and were expected to survive.

On Tuesday, investigators found a body in the Spengler home, presumably that of the sister a neighbor said Spengler hated: 67-year-old Cheryl Spengler. Spengler's penchant for death had surfaced before. He served 17 years in prison for manslaughter in the 1980 hammer slaying of his grandmother.

But his intent was unmistakable when he left his flaming home carrying a pump-action shotgun, a .38-caliber revolver and a .223-caliber semiautomatic Bushmaster rifle with flash suppression, the same make and caliber weapon used in the elementary school massacre in Newtown, Conn., that killed 26.

"He was equipped to go to war, kill innocent people," the chief said of a felon who wasn't allowed to possess weapons because of his criminal past. It was not clear how he got them.

The assault rifle was believed to be the weapon that struck down the firefighters. He then killed himself as seven houses burned on a sliver of land along Lake Ontario. His body was not found on a nearby beach until hours afterward.

Residents of the suburban Rochester neighborhood who left their homes during the fire were allowed to return Tuesday. Police SWAT team members had used an armored vehicle to evacuate more than 30 residents.

Spengler's motive was left unclear, Pickering said, even as authorities began analyzing a two- to three-page typewritten rambling note Spengler left behind.

He declined to reveal the note's full content or say where it was found. He read only one chilling line: "I still have to get ready to see how much of the neighborhood I can burn down, and do what I like doing best, killing people."

Pickering added: "There was some rambling in there and some intelligence we need to follow up on."

It remained unknown what set Spengler off but a next-door neighbor, Roger Vercruysse, noted that he loved his mother, Arline, who died in October after living in the house in a neighborhood of seasonal and year-round homes across the road from a lakeshore popular with recreational boaters.

Pickering said it was unclear whether the person believed to be Spengler's sister died before or during the fire.

"It was a raging inferno in there," Pickering said.

As Pickering described it and as emergency radio communications on the scene showed, the heavily armed Spengler took a position behind a small hill by the house as four firefighters arrived after 5:30 a.m. to extinguish the fire: two on a fire truck; two in their own vehicles.

Several firefighters went beneath the truck to shield themselves as an off-duty police officer who came to the scene pulled his vehicle alongside the truck to try to shield them, authorities said.

The first police officer who arrived chased and exchanged shots with Spengler, recounting it later over his police radio.

"I could see the muzzle blasts comin' at me. ... I fired four shots at him. I thought he went down," the officer said.

At another point, he said: "I don't know if I hit him or not. He's by a tree. ... He was movin' eastbound on the berm when I was firing shots." Pickering portrayed the officer as a hero who saved many lives.

The audio posted on the website RadioReference.com also has someone reporting "firefighters are down" and saying "got to be rifle or shotgun ? high-powered ... semi or fully auto."

Spengler had been charged with murder in his grandmother's death but pleaded guilty to a reduced charge of manslaughter, apparently to spare his family a trial. After he was freed from prison, Spengler had lived a quiet life on Lake Road on a narrow peninsula where Irondequoit Bay meets Lake Ontario.

That ended when he left his burning home Monday morning, armed with his weapons, a lot of ammunition and a measure of hate.

"I'm not sure we'll ever know what was going through his mind," Pickering said.

Services were set for the two Rochester-area volunteer firefighters. Calling hours will be held at Webster Schroeder High School on Friday and Saturday. A funeral service for Chiapperini was scheduled for noon Sunday at the high school, with burial in West Webster Cemetery.

A funeral Mass for Kaczowka will be held at 10 a.m. Monday at St. Stanislaus Church in Rochester. Burial will be at Holy Sepulchre Cemetery in Rochester.

Wall Street rebounds on House session, but off for 4th day

NEW YORK (Reuters) - Stocks fell for a fourth day on Thursday, but recovered most of their losses after the House of Representatives, in the barest sign of progress, said it would come back to work on avoiding the "fiscal cliff" this weekend.

It was a jittery session for stocks, with shares falling more than 1 percent after Senate Majority Harry Reid warned a deal was unlikely before the deadline, only to rebound merely on the news that the House would reconvene Sunday, a day before the December 31 "cliff" deadline.

"There's no conviction in the move or the overall market, based on the across-the-board reduction we've seen in volume ... but there will be continued weakness until there's sustained positive direction coming from our leaders," said Joseph Cangemi, managing director at ConvergEx Group, in New York.

The market has been prone to quick reactions to headlines and those moves have sometimes seemed more dramatic because of reduced trading volume. About 5.18 billion shares changed hands on the New York Stock Exchange, the Nasdaq and the NYSE MKT, well below the daily average so far this year of about 6.48 billion shares.

Investors are looking for any hint that lawmakers will avert the $600 billion in tax hikes and spending cuts that will start to take effect next week and could push the U.S. economy into recession.

"Markets turned around in a heartbeat, as the House session is the first announcement of anything getting done," said Randy Bateman, chief investment officer of Huntington Asset Management, in Columbus, Ohio, which oversees $14.5 billion in assets. "I'm not convinced it will result in a deal, but you could get enough concessions by both parties to at least avoid the immediacy of going over the cliff."

In a sign of the anxiety, the CBOE Volatility Index <.vix>, or VIX, rose above 20 for the first time since July, suggesting rising worries, but ended up finishing the day down 0.4 percent as the stock market rebounded.

Stocks in the materials and the financial sectors, which are more vulnerable to the economy's performance, bore the brunt of the selling before recovering. Shares of Bank of America fell 0.6 percent to $11.47 while Freeport-McMoRan Copper & Gold fell 0.7 percent to $33.68.

Some of 2012's biggest gainers bucked the broader trend and rallied, a sign of year-end "window dressing." Expedia Inc was the S&P 500's top percentage gainer, climbing 4.1 percent to $60.30. The price of the online travel agency's stock has doubled this year.

The Dow Jones industrial average <.dji> slipped 18.28 points, or 0.14 percent, to 13,096.31 at the close. The Standard & Poor's 500 Index <.spx> declined 1.73 points, or 0.12 percent, to end at 1,418.10. The Nasdaq Composite Index <.ixic> dropped 4.25 points, or 0.14 percent, to close at 2,985.91.

Marvell Technology Group fell 3.5 percent to $7.14 after it said it would seek to overturn a jury's finding of patent infringement. The stock had fallen more than 10 percent in the previous session after a jury found the company infringed on patents held by Carnegie Mellon University and ordered the chipmaker to pay $1.17 billion in damages.

The four-day decline marked the S&P 500's longest losing streak in three months. The index has lost 1.8 percent over the period as investors grapple with the possibility that a deal may not be reached until next year.

President Barack Obama arrived back in Washington from Hawaii to restart stalled negotiations with Congress. House Speaker John Boehner and other Republican leaders were to hold a conference call with Republican lawmakers. The expectation was that lawmakers would be told to get back to Washington quickly if the Senate passed a bill.

Treasury Secretary Timothy Geithner announced the first of a series of measures that should push back the date when the U.S. government will hit its legal borrowing authority - a limit known as the debt ceiling - by about two months.

Economic data seemed to confirm worries about the impact of the fiscal cliff on the economy.

The Conference Board, an industry group, said its index of consumer confidence in December fell to 65.1 as the budget crisis dented growing optimism about the economy. The gauge fell more than expected from 71.5 in November.

However, the job market continues to mend. Initial claims for unemployment benefits dropped 12,000 to a seasonally adjusted 350,000 last week and the four-week moving average fell to the lowest since March 2008.

Decliners outnumbered advancers on the New York Stock Exchange by a ratio of about 8 to 7, while on the Nasdaq, about 14 stocks fell for every 11 that rose.

When we think about achieving our weight loss goals, tactics like cutting the number of calories we consume likely come to mind. But what about spending less time in the car?

A new study from the University of Illinois shows that in addition to how many calories we eat, the amount of time we spend traveling by car each day instead of exercising may also be linked with our body mass index.

"The most important thing for people to learn from this study is that they have a choice," study researcher Sheldon H. Jacobson, a professor of computer science and mathematics at the university, said in a statement. "One has to be just as careful about when you choose to drive as when you choose to eat. These small changes in our driving and dietary habits can lead to long-term significant changes in obesity issues. Those are the kind of changes we advocate."

The findings, published in the journal Preventive Medicine, included nationwide data on BMI, with relation to how many calories Americans consume each day and how many miles they drive each day.

By using a mathematical model, the researches were able to find that after six years, driving one fewer mile a day is linked with a decrease of 0.21 kilograms per meter squared in BMI nationally.

Researchers also found that decreasing calorie intake by 100 calories each day is linked with a decrease of 0.16 kilograms per meter squared in BMI nationally.

"One mile is really not much," study researcher Banafsheh Behzad, a graduate student at the university, said in the statement. "If they would just consider even taking the bus, walking the distance to the bus stop could have an impact like eating 100 calories less per day. The main thing is paying attention to caloric intake and moving more, together, can help reduce BMI."

I installed some speed reading apps and tested them. I?ve so far notices a few ?categories? or groups of equals:

  • One kind exists mostly from showing a text word by word in the middle of the screen. Showing each word a very short time and so you can read at a high wpm because you never need to move your eyes.
  • Another kind is merely a speed reading article disguised as app.
  • Another kind is no speed reading app but just a reading app with a fancy name.
  • Yet another kind is training in the form of news/actually.
  • And the last kind is a training app, not for your own stuff but purely for training.

I only tested them quickly and unions talked the non-interesting. But they aren?t quite what I?m looking for. Maybe I should write one myself for training and guided reading.

For Korean SMEs, more fun investing in Philippines - InterAksyon.com

MANILA - A number of South Korean small and medium enterprises are moving their factories to the Philippines from China, the Department of Trade and Industry said on Wednesday, citing a recent report in a Korean-language publication.

The report ?For Korean SMEs, the Philippines is the Emerging Overseas Investment Destination of Choice? published on December 10 in the Korea Economic Daily cited data from the Export-Import Bank of Korea (Korea Eximbank) showing that a? growing number of South Korean companies are setting up shop in the Philippines.

From 69 in 2009 and 74 in 2010, the number of new South Korean-led firms in the Philippines jumped to 82 in 2011, Korea Eximbank data showed.

?Last year, among the Asean countries, Philippines ranked third after Vietnam (197 companies) and Indonesia (156),? the Korea Economic Daily report said.

During the first quarter of this year, 22 South Korean companies were established in the Philippines, up from 19 in the same period last year. Among the new firms were Iam (electronics), Koren (electronics) and Nurian International (garments).

South Korean SMEs said their Philippine expansion was due to workers? English-language proficiency as well as the lower labor cost here compared with China.

Filipino workers? average monthly salary of about $300 is half of those in China, the Korea Economic Daily article said.

In the Philippines, ?[t]here are six working days a week and it is possible to work on weekends even without overtime. English is the most commonly used, and communication is not a problem,? it said.

The report cited the experience of South Korean firm Nanos, a manufacturer of infrared rays block filters for smartphones, which expanded in the Philippines last year because of ?skyrocketing? labor expenses in China.

?It is hard to expect any merits in China, therefore, they built a new factory and they are planning for mass production starting December 2012 in the Philippines. They will just maintain their existing operations in China, but additional investments will, from hereon, be diverted into the Philippines,? Korea Economic Daily quoted Nanos president Hae Jin Lee as saying.

The article said over 20 South Korean SMEs that operate in China as well as a local conglomerate visited the Philippines last month for an exploratory business mission.

The report quoted a member of the said business delegation as saying that ?the cost of labor in the Philippines is better than China?s, and the country?s infrastructure such as power and roads are much better then Vietnam?s.?

The Korea Economic Daily article also quoted Korean Chamber of Commerce Philippines president Edward Eun-Gap Chang as saying that investment inquiries from South Korean SMEs, most of which are operating in China, have risen during the past few months.

?He [Chang] believes that because of language, infrastructure, religion and cost competitiveness, China is fast losing its attractiveness to foreign investments,? the report said.

It said China is losing South Korean SME investments and expansion projects to Asean countries like the Philippines, as ?China is now considered as a market and no longer as production base.?

Korea Eximbank data showed that the average minimum wage in China went up by over a fifth last year and is poised to continue rising by over 13 percent in 2015. Hence, the number of South Korean SMEs operating in China dropped to 533 during the third quarter of this year from 634 last year.

The Philippine Trade and Investment Center (PTIC) in Seoul said the Korea Economic Daily is among South Korea?s ?most widely read and respected economic dailies.?

?Owned by a syndication of conglomerates that include Samsung, Hyundai, SK, and LG, it has a readership of at least one million,? said PTIC Seoul commercial counselor Nicanor Bautista.

Dayton, Ohio woos immigrants with new campaign | 89.3 KPCC

If there's one common language that some recent immigrants in Dayton, Ohio, seem to share, it's soccer.

The first Dayton World Soccer Games kicked off earlier this year, an initiative hosted by the city to welcome an influx of immigrants. On the field, a rainbow of brightly colored jerseys represented nearly 20 of the different immigrant communities in the city.

"I've been really surprised to see that there's a lot of soccer going on in Dayton," says Adolphe Bizwinayo, who left Rwanda as a refugee.

The sport, he says, has been instrumental in his transition to the unfamiliar city.

"It just brings this joy, like we are home ... like how we used to play soccer back at home when we would play for hours and hours," Bizwinayo says.

That kind of response is exactly why the city launched Welcome Dayton last year ? a strategy to help immigrants ease into American life. City Manager Tim Riordan credits two reasons for the adopted framework: It was the right thing to do, he says, and immigrants were needed to help restore the battered city's economy.

"I saw immigrants doing things in the neighborhoods," Riordan says. "They were buying really inexpensive houses and fixing them up. I heard stories from hardware owners where the immigrants would come and buy one window at a time to fix up their house as they got money."

An Investment In The Community

Riordan says changing Dayton's culture is an investment in the city. One section of the city, for example, is now entirely designated as an immigrant business zone, and police can check immigration statuses only when suspicious of a serious crime.

Audrey Singer, a senior fellow at the Brookings Metropolitan Policy Program, says the relationship between cities and immigrants is certainly evolving.

"What's good about the Dayton program is the way that leaders in those communities talk about immigrants and talk about them as a positive force and contributing," she says.

In fact, a Brookings study finds that immigrants are 30 percent more likely to form new businesses than U.S.-born citizens, which is good news for a city like Dayton, which has been bleeding jobs and population for decades.

Legal Immigrants, That Is

Not everyone, however, is a fan of the city's new approach. Steve Salvi runs the Cleveland-based Ohio Jobs and Justice PAC, a group focused on illegal immigration. He says officials are relying on a naive myth that immigrants will be the saviors of Dayton.

"I think what the city needs to do is focus on helping native residents and make the city a place where people want to come and start a business if they're immigrants or native-born," Salvi says.

One of his largest concerns is that Dayton could become a sanctuary city, a place harboring illegal immigrants.

City Manager Riordan, however, maintains that the term immigrant is not synonymous with illegal. "Frankly, the good people of Dayton didn't have that kind of attitude," he says. "It was the people from outside of Dayton. I got emails from outside Wyoming and Montana telling us what to do, and I was like, 'Eh, that's not your business.' "

The real thrust of the plan focuses on legal immigrants, Riordan adds. For instance, the city wants to help people like Francis Matias, who worked hard to get his Puerto Rican restaurant, Antojitos, off the ground.

"In other states, it's harder. They're following immigrants and they're treated like criminals. Here, it's great," Matias says in his kitchen.

Other cities, however, are now falling into line with Dayton. Tucson, Ariz., and Salt Lake City, for example, are among those also making it official policy to welcome immigrants and help them feel at home.

Report: Iran plans Hormuz Strait naval maneuvers

TEHRAN, Iran (AP) ? Iran is planning naval maneuvers in international waters near strategic Strait of Hormuz, where one-fifth of world oil supply passes, the official IRNA news agency reported Tuesday.

The report quoted Iran's navy chief, Adm. Habibollah Sayyari, as saying the maneuvers will begin Friday from the Strait of Hormuz to the northern part of Indian Ocean in an area of about 1 million square kilometers (400,000 square miles).

Iran in the past threatened to close the strait over Western sanctions aimed at its suspect nuclear program but has not repeated the threat lately.

Sayyari said Iran will test-fire missiles and deploy vessels and submarines during the six-day war games.

The semi-official Fars news agency reported that navy of the powerful Revolutionary Guards began a limited naval drill Tuesday in central part of the Persian Gulf.

It said the four-day maneuver is meant to test and assess its forces and includes missile firing, the report said.

Iran regularly holds military exercises to test and upgrade its military equipment as well as to boost its regional military standing.

The latest drills come as the West increases its pressure over Iran's nuclear program. The West suspects Iran may be aiming to produce nuclear weapons.

Iran denies the charge, insisting its nuclear activities have peaceful purposes like power generation and cancer treatment.
